Voluntary Benefits



Supplemental​ Voluntary Benefits are a important component of a successful recruitment and retention program. With rising deductibles and gaps in coverage, supplemental benefits can provide financial relief for both the employer and employee. Municipal Benefits Inc. (MBI)​ collectively has over 86 years of experience and is a fully licensed NC broker/consultant insurance agency. MBI does not work for any one insurance company therefore they are able to negotiate with multiple insurance carriers to make sure cities and towns have the best product(s) and programs available.

Voluntary Benefits products are paid for by the employee with no contribution from the employer so there is no financial burden on the municipal budget – just added benefits for employees. The employer does have a role in managing the program and allowing for processing payroll deduction for premium payments.  

Voluntary Benefits help give the municipal employer peace of mind knowing their employees will have coverage when they need it. As trends continue with High Deductible Health Plans (HDHP), it’s more important than ever to offer supplemental benefits to help offset the additional out-of-pocket expenses employees may incur. Even with Preferred Provider Organization (PPO) plans, out-of-pocket expenses can be a burden. Offering these coverages through the League's Health Benefits Trust gives municipal employers and employees peace of mind that they are getting the best possible value for their money through the purchasing power of local governments united for their mutual benefit. 

Accident Insurance

Pays benefits you can use for medical bills and other out-of-pocket expenses – or for any other purpose, including paying your mortgage or other bills if you suffer a covered accident. Benefits are paid directly to you, not to your doctor or hospital. 

​Cancer Insurance

This insurance pays you directly and is not reduced by other insurance. 

​Critical Illness Insurance

Helps to pay co-pays, transportation costs and lost income for treatment for covered critical illnesses. Benefits are paid directly to you, to be used however you see fit. 

Hospital Indemnity

Pays an amount for each day you are hospitalized, up to specific maximum limits. No coinsurance, co-pays, waiting periods or deductibles. Benefits paid in addition to other insurance you may have. Coverage is portable after you retire or leave the job. 

Life Insurance with Long Term Care

Exclusive offering for NCLM members. Up to $100,000 in coverage. Guaranteed Issue (meaning no medical underwriting). Elected Officials and Employees are eligible. Coverage is portable if you retire or leave employment. Long term care rider available.
