​​Shield Services: Fire Departments​

Fire departments are a significant liability exposure for any city or town. That's why the N.C. League of Municipalities is committed to providing fire departments the resources they need to help manage these risks. The League's Shield Services provides Fire Department Risk Management Consulting for those departments who belong to the Property & Casualty Trust and/or the Workers' Compensation Trust.

This service is designed for fire departments, by fire departments. It is guided by NCLM's Fire Service Advisory Committee, which was formed in 2020 as a tool to help our partner Fire Departments reduce firefighter injuries, vehicle accidents, and liability claims. The committee includes roughly 10 Chief Officers from across the state, from larger and small town alike. The Chiefs meet regularly with the League's risk control, claims, and underwriting staff. This working group is responsible for implementing the various training programs and services within the League's Shield Services, including the Fire Service Risk Assessment. 

Under that guidance, our Shield Services staff of professionals with extensive fire department operational management experience and are available to assist our members with potentially complex issues.

• Risk Assessments offer a comprehensive review of your fire department; including an evaluation of facilities, apparatus and trainings.
  

• Accident Reviews provide a detailed review of any workplace accident or near miss. We can work with the internal fire department staff or as a stand-alone third party.
  

• Claims Reviews take a look at where and why accidents are happening not only in your Department, but across the state and country. Tracking and identifying these trends can prevent costly claims and unsafe practices. We also offer a review of employment liability exposures. 

• Risk Management within the Fire Service Training is a 2-hour course is designed for Company and Chief Officers. We will outline what is risk management and how do we all handle the risks associated with our jobs. 

• Safety Grants are available to participants of the Workers' Compensation and Property & Casualty programs and help defray the cost of resources intended to reduce injuries and liability claims. 

• Policy Review confirms that a department's policies as required by OSHA are up-to-date. We also review recommended policies by NFPA and other organizations/agencies.
